The Manager of Real Estate Sales and Administration oversees staff in the sale of new and resale homes in University Hills. They administer the terms of the Ground Lease between the Regents and ICHA and the Ground Subleases between ICHA and homeowners. They also ensure department staff are guided on the terms of the homeowner contracts to ensure compliance. They manage relationships with third-party partners, including facilitators, escrow and title companies, lenders and real estate appraisers.

THE COMPANY:

Irvine Campus Housing Authority (ICHA) was created by the Regents of the University of California to develop and maintain University Hills, the for-sale and rental housing community on the campus of The University of California, Irvine. In its 37 years, University Hills has become an innovative model for other university employee housing programs. University Hills was created as an academic community in residence to provide affordable housing to eligible full-time employees. The community apartment communities, condominium associations, townhomes, single family detached homes, parks, pools, and a community center. Currently, ICHA maintains and manages 384 apartments and 1,226 homes on over 300 acres.

SPECIFIC JOB DUTIES:

Management:

  • Has primary responsibility and signing authority for the sale of new and previously owned homes in University Hills; maintains broker’s and officer’s license with Bureau of Real Estate to perform duties for ICHA; may also maintain notary license.
  • Implements policies and procedures with escrow and title companies including problem solving to close transactions.
  • Executes, acknowledges, files, records, and delivers all papers, instruments, contracts, subleases and certificates to enter into agreements for the sale of homes or the subleases of parcels or to transfer title to homes or sublease parcels for ICHA and is responsible for completing all paperwork in the buyer file and obtaining all signatures.
  • Participates in manager’s meetings, board meetings, and other meetings as directed.
  • Develops and updates department policies and procedures and drafts the resultant forms and documents for new system implementation.
  • Hires, supervises, coaches, trains, mentors, and evaluates sales coordinators.
  • Conducts sales meetings, facilitator meetings; prepares operations report, presents data, and consults with other team members to develop strategies to improve operations of department.
  • Cross-trains with sales coordinator to maintain coverage so department is always providing a high level of service, as well as providing back-up for calculations, recruit tours, and showings.
  • Interviews prospective lenders and appraisers.
  • Renews facilitators’ contracts and interviews new facilitators with approval of ICHA President.
  • Performs other real estate sales and administration tasks as directed by the President.
  • Revises and updates documents and approves all supply, copying orders, and purchases for department.
  • Handles monthly attendance; tracks and approves vacation and paid time off for sales coordinator; approves mileage and expense forms and any invoices generated by department.

Real Estate Sales:

  • Reports homes available for sale to the UC Irvine Provost Office representative, provides inventory report and works with administration on exercising option to purchase, designate buyers, and/or carry out direction for release of home to the waitlist.
  • Maintains priority report for all designated buyers, history of eligibility and separations, and local area home sale prices.
  • When University option to purchase is exercised, assesses, and manages improvements.
  • Prepares sales reports for resale and new homes for distribution to appropriate parties.
  • Plans for new home development by demand analysis, market research and implements program with builder design center for options and upgrades processing through escrow.
  • Sets pricing with management team for new homes and homes acquired through exercise of option.
  • Works with attorneys to complete Ground Sublease Trust Transfer forms and processes for recording.
  • Updates website and any other media or materials for department.
  • Develops marketing materials for new home series and distributes to campus and recruits.
  • Prepares tracking documents for new home sales and distributes to all parties involved (design center, escrow, facilitator, finance) and updates at every step in the sales process.
  • Maintains relationship with University of California Office of Loan Program, including being up to date on the program offerings.

Ground Lease Administration:

  • Conducts, analyzes, reports on the periodic employment checks done twice a year on all homeowners, implementing procedures pertaining to eligibility compliance and lease administration and updates retirement list.
  • Sends message to homeowners each month who have increases in monthly ground rent and checks land revaluation calculations, approves increases for Finance Department and oversees updates in software programs.

MINIMUM JOB QUALIFICATIONS:

  • Professional level of knowledge in real estate transactions and procedures is required.
  • Must possess excellent interpersonal, public relations, conflict resolution, and problem-solving skills.
  • Bachelor’s degree.
  • California Real Estate Broker’s license.
  • Notary Public license is a plus.
  • Excellent administrative skills and the ability to multitask.
  • Strong oral and written communication skills.
  • High level of integrity and confidentiality.
  • Self-motivated and ability to work with minimal supervision.
  • Strong knowledge of Microsoft Office (Excel, Word, Outlook, PowerPoint, Sharepoint, OneDrive).
  • Must possess excellent communication and customer service skills and ability to multitask.
  • Physical ability to bend, stretch, stand, and sit.

WORK ENVIRONMENT / PHYSICIAL DEMANDS:

1. While performing the duties of this job, the employee is regularly required to:

  • Remain in a stationary position working at a desk;
  • Operate a computer and other office machinery including printer, copier, and telephone;
  • Move about inside the office to access office machinery;
  • Traverse and climb rough, uneven, varied terrain of the common property;
  • Exchange information with coworkers, University staff, and the public; and
  • May need to lift or move up to 20 lbs.

4. Must follow ICHA established safety requirements and practices at all times.

5. Must be capable of safely operating a vehicle and possess a valid California motor vehicle operator’s license and automobile insurance.
